Meet our team of experts

I started my career very early, working as a mechanic for the first 14 years.
Later, at the company Servicios Especializados Alanis, I was given the opportunity to learn how to inspect and repair tanks, as well as perform the modifications required to enter and load at different terminals. I subsequently learned how to carry out major repairs, make modifications such as the closure of discharge pipelines, and perform compartment tank openings.
In 2006, I met DOT Officer Arturo Prado, who audited a unit that had been involved in an accident. At that moment, I noticed that he had great drive and knowledge on the subject of tanks as well as the handling of hazardous materials. Since then, we began to build a strong relationship due to our shared profession.

I joined the United States Department of Transportation on March 8, 2001, after thirteen years at Lockheed Martin Astronautics. During my time at Lockheed Martin, I worked in the Quality Assurance and Procurement Department, where I reviewed and inspected components used in the Atlas I, Atlas II, and Titan II rocket programs.
My duties included comparing each component with the engineering drawings and verifying that the notes and specifications were properly followed during the manufacturing process. So, on my first day of work at the Los Tomates Bridge, I arrived with my aerospace inspector mindset applied to the world of transportation, and I found myself with many questions.
I had been trained to initiate corrective actions to resolve failures, but DOT inspectors were not required to follow that process. DOT inspectors were encouraged to inspect as many commercial vehicles as possible in a day. Over the years, I began to be recognized by other senior investigators responsible for determining the cause of equipment failures, especially in the field of hazardous materials.
